This law redefined and outlined pandemic related response and gave more agency power during a declared emergency.
During these declared emergencies, excessive executive power is given to enact

It was passed by Congress and signed by President Trump
June 2019.
This law set many precursors for the federal and state shutdowns, and by March 2020, shutdowns became nationwide.

Since 9/11, in all areas of the U.S. down to the local level, we have seen tax-funded emergency preparedness and response increase exponentially.
In this process Americans have given up their rights during times deemed "emergencies" as declared by the Executive branches at the state and federal level. These were deemed reasons for safety, and have begun to erode individual rights.
We have seen Patriot Act increases and unconstitutional blending of powers being handed to the executive branch from the legislative branch in just the last two years of the pandemic response. Shutdowns and mandates forced upon the public gave a new view to these government allowances, showing them in a different light.
